Module 3 "Web Platform"
The third Module consists of an internet-based communication-platform for SMEs as well as the project partners.
For the effective management of the project and the communication among the project partners as well as for SMEs an internet-based platform was deemed to be necessary. Therefore the project implemented the internet-based platform “it’s learning”, hosted in Norway. Its mechanisms and tools helped to perform the transnational tasks most effectively. That means for example to enable the con-stant and easy exchange of information among the project partners. Besides these this platform is used as a tool for documentation of the project.
An important side effect was the possibility to show companies the advantages of such techniques and to explain the benefits for business development to them.
In the meantime a German version of this platform has been established to open it also for SMEs, public administration, new projects and other groups in the German market. By some regions this plat-form was used to give enterprises and workgroups possibilities to communicate with each other and to exchange documents. By this, new insights for the companies concerning effective usage of the ICTs have been created.
For implementation of the project ICTs for SMEs the technical platform “it´s learning” has been se-lected. It provides the required documentation- and communication options to all project members. For the coordination between the project partners and the publishing of information and results several marketing and communication tools have been implemented. These tools are partly interned-based.
RKK in Norway is contracted to host and maintain the “it´s learning” platform and to administrate users and the technical application. Through allocation of user rights it was possible to build a graduated hierarchy.
The web-supported user interface and flexible user hierarchy enables a multifarious application of the platform. Besides of using the internet platform as a project-management tool with black board, internal mail function and to archive documents, the platform can also be used for e-learning and online-surveys.
ProArbeit started to allocate first e-learning measures and teaching units by means of the platform. The possibility to integrate this platform in existing web pages is designed to keep the respective Corporate Design of the company. Besides that, for the IT-consultant pool of the county of Osterholz an own register has been created, which can be accessed via the project-homepage.
Expert knowledge of the Norwegian Partner in the field of “Distance Learning“ was used, but regional distinctions and innovation-ability were also supported.
Several regional internet-sites (“SME support-centres”) were created, giving information, offering sup-port and providing tools for SMEs. Their aim is to improve the ability of SMEs to gain access to knowledge and experiences as well as to results of research and development concerning ICTs. As a pilot project, a wireless broadband net to reduce the costs of the information society on local level has been installed in Osterholz in one industrial area to improve the quality and speed of internet access.
